In the year 1921, the Government of Bombay expressed in the Legislative Council, its resolve to bring in a Children's Act. Three years later {1924} the Bombay Children's Act was passed. Eventually, in November, 1926, Sir Earnest Hotson, the then Home Member, Government of Bombay convened a conference of Social Workers, which led to the formation of the Children's Aid Society on March 1927. His Excellency Sir Leslie Wilson was the President and the Hon'ble Mr. E. B. Hotson C. S. I., I. C. S. was the Chairman and the Committee consisted of eminent persons of the time....
